How to Locate Giovanni
You must finish the An Inter-egg-sting Development Special Research or the new A Seven-Colored Shadow Special Research to locate Giovanni.
When you finish stage 4 of the special research, you will get a Super Rocket Radar. It functions similarly to a normal Rocket Radar, except it monitors Giovanni rather than GO Rocket commanders.
The Super Rocket Radar does not instantly take you to Giovanni; instead, it shows the locations of both fake Grunts dressed as Giovanni and Giovanni’s real Hideout. To locate Giovanni, you’ll need to approach each PokéStop and conduct your own investigation.
Giovanni Special Research is available once a month.

GO Rocket Leader Giovanni uses the following Pokémon: Persian as his first Pokémon, Kangaskhan, Nidoking or Garchomp as his second Pokémon and Shadow Ho-Oh as his final Pokemon.
