Sinnoh Stones are obtained via two methods: research tasks and PvP combat.
You’ll have a chance to obtain a single Sinnoh Stone from a Research Breakthrough after completing a full seven days’ worth of research progress stamps. Because the chances are low, it may take many weeks of Breakthroughs before you’re rewarded with one.
Sinnoh Stones may also be obtained by finishing PvP bouts. You may combat an AI trainer once every day for a chance at prizes. You may also duel another player three times every day for a chance at prizes. With four shots every day, you’ll probably receive more Sinnoh Stones from PvP fights than from Research Tasks.

There are two cross evolutions which are still questionable: Leafeon and Glaceon. Due to Eevee’s random evolution mechanics, it seems that they are not subject to Sinnoh Stone evolution process.

My Favourite Evolution Using a Sinnoh Stone
Mamoswine is one of the greatest attackers to prioritize for raids. It combines incredibly high CP with powerful ground and ice-type abilities, making it an excellent choice for most Legendary raids. Roserade is another excellent grass-type, while Electivire is an excellent electric-type.
However, if you simply want a nice, spherical pal, evolving a Lickilicky is a fine alternative as well.
